Land Court Services grew out of the need of a young woman born in the Cook Islands but not fortunate enough to have anyone to tutor her in the land tenure system nor to teach her where her ancestral lands were located. When she reached the age of wanting to learn, she did not have the $200 plus per hour that the local solicitors require to research and secure her land interests.

Land Court Services is available to Cook Islanders, whether on shore or off shore, who require assistance in determining just what their land holdings consist of, what rents the Department of Justice may be holding, genealogical research, applications to the High Court (Lands Division) for a variety of matters from successions to rights of occupation and leases, right through the variety of matters that can be complex and confusing for those without experience.

As Cook Islands landowners sometimes join up with foreign investors to develop some of their land holdings, Land Court Services assists foreign nationals to locate compatible Cook Island partners with land to be developed, and takes those foreign nationals through the consents necessary for investment and residence under Cook Islands law.

On 01 April 2009 the Land Agents Registration Act came into force in the Cook Islands. 

Ngaoa Ranginui is registered under that act.

Travis Moore is registered under that act.
